What a Phase 1 ESA looks for specifically
Beyond the state UST database search every Phase 1 ESA runs, an assessment on a fuel-site property pays particular attention to physical evidence: staining around former pump islands, vent pipe stubs, monitoring wells, and any record of a tank removal or closure report from the state environmental agency. Soil staining or a documented history of a spill, even a small one that was reported and "closed" years ago, is worth understanding fully rather than treating as resolved just because a file says so.
Given the elevated risk profile, it's common for a Phase 1 ESA on a former gas station to come back recommending a Phase 2 ESA, sampling soil and groundwater directly to confirm whether contamination from historical tank operations is actually present. That's not a sign anything went wrong with the Phase 1, it's the process working as intended on a genuinely higher-risk property type.
