Soil staining or a documented history of a spill, even a small one that was reported and "closed" years ago, is worth understanding fully rather than treating as resolved just because a file says so.

Given the elevated risk profile, it's common for a Phase 1 ESA on a former gas station to come back recommending a Phase 2 ESA, sampling soil and groundwater directly to confirm whether contamination from historical tank operations is actually present.
